Seanad Electoral (Panel Members) Bill 1947

The Seanad Electoral (Panel Members) Bill 1947 would replace and combine existing rules for electing Seanad members from occupational and public-service panels. It would broaden the electorate to include members of both Houses of the Oireachtas and all county and county-borough councillors, while changing how candidates are nominated, how panel seats are divided and how vacancies are filled. It would also introduce separate elections for each panel, new arrangements for postal voting, and make the Clerk of the Seanad responsible for running the elections. The Government said the changes would implement recommendations from a joint Dáil-Seanad committee, although it planned further changes to protect the secrecy of postal votes.
