Social Welfare Bill, 1949

The Social Welfare Bill, 1949 would dissolve the National Health Insurance Society and transfer responsibility for administering health-insurance benefits to the Department of Social Welfare. Its funds, investments and reserves would be brought together under the Minister for Finance, while the Society’s pension responsibilities would also pass to the State. Existing benefits and additional non-cash benefits would continue during the transition to a new social-security scheme, with arrangements to preserve State funding and set administration costs.
