Finance Bill, 1961

The Finance Bill, 1961 would reduce the main income-tax rate and simplify and lower some higher-income tax rates, while increasing allowances for earned income, dependent relatives and certain separated parents caring for children. It would raise tobacco duties, change charges on vehicles and driving licences, and allow temporary duty-free imports of motor vehicles. Estate taxes on many large estates would fall, but measures would prevent people avoiding them through gifts or complicated property arrangements; stamp duties on receipts and some financial documents would be abolished or replaced with flat charges, while rules on non-national ownership of rural land would be tightened.
