Intoxicating Liquor Bill, 1962

The Intoxicating Liquor Bill, 1962 would generally extend drinking hours, including later Sunday opening, while ending afternoon closing in Limerick and Waterford and allowing limited sales at ship journeys, greyhound races and special events. Hotels and restaurants could serve drinks with proper meals later, but event-based exemptions would face tighter controls, including meal requirements and restrictions on who could drink. It would also tighten enforcement against people remaining in licensed premises after closing, prohibit “locker lounges”, allow liqueur chocolates to be sold generally to people aged 16 or over, and make various technical changes to licensing, transfers and new premises. Overall, it would modernise and partly liberalise Ireland’s licensing rules while trying to prevent exemptions from becoming a way around normal closing times.
