Regulation of Banks (Remuneration and Conditions of Employment) (Temporary Provisions) Bill, 1973

The measure would give the Minister for Labour temporary powers to control pay rises and improvements to employment conditions in banks, where these might conflict with national wage agreements. The Minister could refer bank agreements to the Labour Court, block proposed increases while negotiations were examined, and set the pay or conditions that would apply if the Court found them inconsistent with national policy. Banks breaching such orders could be prosecuted, with authorised officials able to inspect premises and records; company officers could also be liable where offences resulted from their consent or neglect. The provisions would last only for a period set by ministerial order, and banks would not face civil claims for withholding increases when complying with the measure.
