Referendum (Amendment) Bill, 1979

The Referendum (Amendment) Bill, 1979 would make information about two proposed constitutional changes clearer to voters. It would require the proposals to be described on polling cards sent to voters and on posters displayed at polling stations, and would add headings to ballot papers to distinguish them. Presiding officers could give extra assistance to blind, physically incapacitated or illiterate voters by reading out the explanations, asking questions and marking the ballot according to the voter’s answers. For these referendums, counties and county boroughs would be treated as voting areas, matching the system used for local and European elections.
