The Protection of Employees (Employers’ Insolvency) Bill, 1984 would protect workers when their employer cannot pay its debts, by expanding the existing Redundancy Fund to cover unpaid wages, holiday and sick pay, certain dismissal and equality awards, minimum-wage arrears, and pension contributions. Payments would be subject to limits, including up to eight weeks for most wage, holiday and sick-pay claims and a weekly earnings cap, while the Fund would continue to be financed by employers. Workers could appeal if payment was refused or too low, and the qualifying weekly working-time threshold would be reduced to 18 hours, widening protection for part-time employees.
