State Financial Transactions (Special Provisions) Bill 1984

The State Financial Transactions (Special Provisions) Bill 1984 would let the Minister for Finance make temporary alternative arrangements for government payments and receipts if the Exchequer or other State accounts could not operate normally because of exceptional circumstances. With the Comptroller and Auditor General’s consultation, the Minister could move an account to a commercial bank or another institution and arrange payments through it. The Minister could also postpone repayment of certain government securities, or their interest or dividends, but would have to set a new payment date within three months after the emergency arrangements ended and pay interest for the delay. Most orders would be laid before both Houses of the Oireachtas, which could cancel them within 21 sitting days.
