Local Government (Planning and Development) Bill, 1993

The proposal would change how planning rules apply to development carried out by or for State authorities, such as projects linked to public safety, national security, defence or the administration of justice. The Environment Minister could exempt specified types of such development from normal planning requirements and create alternative public-notice and consultation arrangements; Ministers could also waive these requirements in emergencies or where necessary in the public interest, with the decision publicly announced. It would introduce a similar notice and consultation process for local-authority projects. It would also retrospectively remove the need for planning permission for most State-authority developments already started or completed, while preserving certain court findings and transitional arrangements.
