Local Government Bill, 1994

The Local Government Bill, 1994 would provide for local elections in 1994 and set all future local elections at five-year intervals, with some town and borough boundaries updated so nearby residents could vote. It would modernise rules on councillors, elections, council meetings and chairpersons, including clearer eligibility and disqualification rules. Councils would receive wider powers to provide amenities, recreation and library services, and to make local rules—such as for parks and libraries—without normally needing ministerial approval, subject to public notice and consultation. A new commission would review town government and recommend changes to the types, powers, funding and organisation of town councils; the Bill would also update local authority staffing, finances, archives and place-name voting.
