Industrial Development Bill, 1995

The Industrial Development Bill 1995 would give Forfás, Forbairt and IDA Ireland greater freedom to buy, manage and sell property, set up subsidiaries, transfer company shareholdings and invest in industry-focused development funds. It would formally support County Enterprise Boards, allowing Government funding for measures to help small businesses, including loans. It would also increase the maximum total grants available to Shannon Free Airport Development Company from £150 million to £200 million and extend pension-scheme cover to staff in its wholly owned subsidiaries. Overall, the aim was to make State-backed industrial support more flexible and strengthen assistance for regional and small-business development.

Bill entitled an Act to make further provision for the development of industry and for that purpose to make provision for the establishment and functions of county enterprise boards, the extension of the powers of Forfás and its agencies, the amendment of the Industrial Development Acts, 1986 to 1993, and the Shannon Free Airport Development Company Limited Acts, 1959 to 1991, and for other matters connected with the matters aforesaid
