The proposal would update the rules governing the Voluntary Health Insurance Board and allow VHI, with the Health Minister’s approval, to offer new types of cover, including payments linked to serious illness, and to make clearer arrangements with healthcare providers. VHI would have to notify the Minister before raising premiums, giving the Minister a limited opportunity to stop an increase and explain why. The Board could grow from five to 12 members, with new rules for its chief executive, staff pay, political membership and board allowances. It would also strengthen confidentiality and the Board’s accountability to the Minister, while removing outdated provisions such as government loans to VHI.
