The measure would update how levies supporting cattle-disease eradication programmes are collected on animals exported live from Ireland. Instead of being collected by the Revenue Commissioners, exporters would pay the levy directly to the Minister for Agriculture, Food and Forestry, reflecting changes after the single European market was introduced. Exporters would also have clearer record-keeping duties, and authorised officials could inspect or remove those records. It would raise the maximum fines for breaking the levy rules and for certain animal-disease offences, with some penalties increasing from £500 to £1,500 and others rising as high as £10,000.
