The measure would clarify and confirm the Commissioners of Public Works’ existing responsibilities and powers, including managing land and other property, providing goods and services to government departments, and carrying out development work. It would specifically provide a legal basis for humanitarian assistance to people affected by flooding in late 1994 and early 1995, including arranging housing through local authorities under a scheme approved by the Minister for Finance.
