The Borrowing Powers of Certain Bodies Bill, 1996 would clarify and confirm the ability of certain State bodies to use financing arrangements such as finance leases, as well as ordinary borrowing. These arrangements would remain subject to existing borrowing limits, approval requirements and rules on Government guarantees, while bodies could secure them against their assets. The Minister for Finance, after consulting the Central Bank and Revenue Commissioners, could update the types of financial arrangements covered, avoiding the need for new legislation whenever established financial products change. It would also raise ACC Bank’s borrowing limit from £1.4 billion to £2.4 billion, to support its expected growth.
