The Health (Amendment) (No. 2) Bill, 1996 would give the Minister for Health wider powers to reorganise hospital services and establish a new organisation to run a hospital. Its immediate purpose was to create the legal basis for the governing body of the new Tallaght Hospital—Adelaide and Meath Hospital, Dublin, incorporating the National Children’s Hospital. It would allow staff, property, responsibilities, rights and debts to transfer from existing hospitals to the new organisation, while giving the former hospitals powers to close or settle their affairs. It would also ensure that existing hospital federation and amalgamation rules did not interfere with the new hospital’s work; the memorandum says it would have no direct financial cost.

Bill entitled an Act to enlarge the powers of the Minister for Health under section 76 of the Health Act, 1970, to clarify the effect of the Hospitals Federation and Amalgamation Act, 1961, in relation to any body corporate established by virtue of the exercise of the said powers and to provide for related matters
