The proposal would let Teagasc use limited parts of the Johnstown Estate in Wexford for environmental, heritage, public amenity or recreational purposes, while keeping the estate’s main role as an agricultural college and research site. No more than 5% of the estate could be sold or otherwise transferred for those purposes. Teagasc could also lease part of the estate to the Environmental Protection Agency, with any transferred or leased land restricted to the purposes set out in the proposal. The measure would not itself create a cost; existing financial controls on Teagasc’s land transactions would continue to apply.
