Telecommunications (Miscellaneous Provisions) Bill, 1996
Public bill · Government · Introduced
The measure would create an independent Director of Telecommunications Regulation and transfer responsibility for regulating telecommunications, radio communications and cable television from the Minister to that office. The Director would be funded mainly by licence fees and charges on service providers, and could limit price increases for services where there is little or no competition, while overseeing licences and the radio spectrum. It would also loosen restrictions on issuing and transferring Telecom Éireann shares, allowing a strategic partnership with other telecommunications companies and employee shareholding, while keeping the State’s majority ownership.
Formal long title
Bill entitled an Act to make provision for the establishment of the office of Director of Telecommunications Regulation, for the transfer of functions from the Minister to the Director, for the imposition of a levy on providers of telecommunications services, and for the regulation of tariffs for certain telecommunications services, to amend the Postal and Telecommunications Services Act, 1983, and to provide for related matters
