National Cultural Institutions Bill 1996

The National Cultural Institutions Bill 1996 would create independent boards to run the National Museum of Ireland and National Library of Ireland, while giving the National Gallery clearer powers and responsibilities. It would strengthen protection for important cultural and archaeological objects by restricting their export, creating registers, allowing the State to acquire some objects needed for the national collection, and providing compensation. It would also let the State guarantee loans of valuable items for exhibitions, require publishers to deposit copies of published material with the Library, and update arrangements for staff, funding, governance and heritage collections.

Bill entitled an Act to provide for the establishment of a board to be known as Bord Ard-Mhúsaem na hÉireann and a board to be known as Bord Leabharlann Náisiúnta na hÉireann, to make further provision in relation to the National Gallery of Ireland, to provide for the giving of indemnities by the State against the loss of, or damage to, cultural objects loaned to certain institutions, to amend certain enactments, to make further provision in relation to the national heritage and to provide for other matters connected with the matters aforesaid
