The measure would give the Central Bank power to approve and supervise payment systems, including electronic settlements, and to regulate bureaux de change through compulsory authorisation and anti-money-laundering conditions. It would also bring investment intermediaries under a single Central Bank supervisor, strengthen inspections and enforcement against unauthorised banking, and allow rules for cross-border transfers. These changes would aim to make financial payments and services safer, more orderly and more transparent, while modernising the Central Bank’s wider powers.
