Litter Pollution Bill 1996

The Litter Pollution Bill 1996 would make littering and careless waste handling offences, while requiring land occupiers, businesses, vehicle operators and event organisers to prevent and clean up litter. It would give local authorities stronger responsibilities and powers, including litter-management plans, clean-up notices, controls on advertising and defacement, and fixed-payment notices and fines; it would also require people in charge of dogs to remove faeces in specified public places. The aim is to reduce litter, protect public spaces and make those who create litter contribute to prevention and removal costs.
