The measure would create a licensing system for fish farming and other aquaculture, requiring operators to follow conditions on issues such as environmental protection, disease, feed, fish escapes and monitoring. It would set out how licences are applied for, granted, renewed, changed or withdrawn, and establish an independent appeals board so applicants and affected people could challenge decisions. It would also bring existing licences into the new system, allow inspections and penalties for breaches, and require decisions to consider effects on wild fisheries, habitats, local economies and heritage.
