Decommissioning Bill 1996

The proposed law would allow the Minister for Justice to set rules for the safe handover, collection and destruction of firearms, ammunition and explosives, overseen by an independent commission established with the UK Government. It would protect people who followed the authorised process from prosecution for offences involved in handing over the weapons, while limiting the use of weapons and information from the process as evidence, except for later offences or safety checks.
