The Housing (Miscellaneous Provisions) Bill 1996 targets drug dealing, violence, intimidation and other serious anti-social behaviour in local-authority and voluntary housing. Courts could exclude an offending household member without evicting the whole family, while authorities could refuse or delay housing allocations, purchases and resales linked to such behaviour. It would also allow Gardaí to remove anti-social squatters, protect housing staff and witnesses from intimidation, share relevant information between public bodies, and collect serious rent arrears directly from social-welfare payments. These measures aim to make estates safer and enforcement faster, but would also give authorities wider powers to deny housing and reduce or withdraw some housing-related welfare support.
