Sets the number of ordinary High Court judges at up to 24 and limits appointments as head of the Supreme, High, Circuit and District Courts to seven years or retirement, without reappointment. It also sets out how former court presidents may continue as judges, clarifies their pay, pensions, court roles and ranking, and updates related Law Reform Commission arrangements.

Bill entitled an Act to increase the number of ordinary judges of the High Court, to provide for the periods of appointment of judges of the Supreme Court, the High Court, the Circuit Court and the District Court as the presiding judges of each of those Courts, respectively, to amend the order of precedence of judges of the Supreme Court and High Court, to amend the Law Reform Commission Act, 1975, and to provide for consequential and other related matters
