Updates maritime law by removing obsolete offences, setting modern penalties, allowing EU nationals and companies to own Irish-registered ships, and introducing limited exemptions from passenger-vessel licensing where safety rules are met. It also allows the Commissioners of Irish Lights, with ministerial approval, to borrow up to £25 million.
