Would replace the two existing university constituencies for six Seanad seats with one constituency covering higher-education institutions nationwide. Irish citizens aged 18 or over who are students, employees or graduates of eligible institutions—including universities, regional colleges and recognised private colleges—could vote, with an annual register managed through Trinity College Dublin.

Bill entitled an Act to make provision for the election, on a franchise, by institutions of higher education in the state of six members of Seanad Éireann in substitution for those members previously required to be elected by the universities mentioned in subsection 1 of Article 18.4 of the constitution, to define the franchise on which such members are to be elected, and to provide for connected matters
