Prisons Bill 1997

The Prisons Bill 1997 would create a separate Prison Service, strengthen independent inspection and prison visiting committees, and require regular planning for prison capacity. It would prevent under-18s being held in adult prisons, set rules for prisoner care and discipline, and create a public register of temporary releases, including whether prisoners returned.

Bill entitled an Act to amend tha law relating to the management and regulation of prisons and places of detention and places of custody and the law relating to temporary release and to provide for related matters.
