The Bill would have required permission for asylum seekers who had arrived in Ireland and applied for refugee status before 1 January 1998 to remain here, giving them the same rights as recognised refugees, including work, welfare and healthcare. It excluded certain people, including those convicted of imprisonable crimes, and allowed permission to be withdrawn in specified circumstances, with notice and a right of appeal.
