Housing (Traveller Accommodation) Bill 1998

The measure would require major local authorities to assess Travellers’ accommodation needs and prepare, consult on and implement five-year plans covering permanent housing, caravan sites and temporary stopping places. It would create national and local committees involving Traveller representatives, support loans and voluntary accommodation projects, and require planning documents and annual reports to address Traveller accommodation. It would also strengthen powers to manage unauthorised camping and tackle serious antisocial behaviour on sites, while allowing courts to exclude people from sites where necessary.

Bill entitled an Act to amend and extend the Housing Acts, 1966 to 1997, the Local Government (Planning and Development) Acts, 1963 to 1993, the Local Government Act, 1991, to make provision for the accommodation needs of travellers, to provide for the appointment of a National Traveller Accommodation Consultative Committee and local traveller accommodation consultative committees and to provide for related matters
