Would amend the Constitution to allow Ireland to approve the 1998 British-Irish Agreement and create institutions exercising shared powers across the island. It would replace the existing constitutional claim over Northern Ireland with a commitment to peaceful unity only with majority consent in both jurisdictions, while recognising people born anywhere on the island as entitled to belong to the Irish nation.
