Allows a Minister, with approval from both Houses of the Oireachtas, to amend the document establishing a tribunal where the tribunal agrees after consultation with the Attorney General or requests the change. The tribunal must refuse any amendment that could harm the legal rights of people who cooperated with it or provided information.
