The proposal would require major events designated by the Minister to remain available to a substantial proportion of the public on free television, live or delayed. It would also limit companies with at least 25% of one media market from holding at least 25% of another, to prevent excessive media concentration, with limited exceptions.

Bill entitled an Act to provide for public rights of access to certain broadcast events of major importance to society and to give effect to Article 3a of Council Directive 89/552/EEC on the co-ordination of certain provisions to be laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities, as inserted by Article 4 of Directive 97/36/EC of the European Parliament and of the Council of 30 June 1997; and to amend the Competition Act, 1991 to provide for diversity of ownership in broadcasting and other media, and to provide for related matters
