Sea Pollution (Amendment) Bill 1998

Requires harbours, offshore oil facilities, oil terminals and, where directed, coastal local authorities to prepare and maintain oil-spill emergency plans. It strengthens reporting duties, inspections, ministerial powers, equipment, training and international assistance, and allows ships suspected of causing pollution to be detained, with tougher penalties for breaches.
