The Road Traffic Reduction Bill 1998 would require the Minister to set national targets for reducing road traffic to 1997 levels by 2000, 90% by 2005 and 80% by 2010. Roads authorities would prepare and implement local plans promoting walking, cycling and public transport, while considering measures such as lower speeds, pedestrian zones and planning changes, with regular progress reports.
