The Bill would make torture a specific criminal offence, punishable by life imprisonment, including attempts, conspiracies and official involvement. It would also prevent people being expelled, returned or extradited to countries where they risk torture, update related criminal and extradition laws, and give effect in Irish law to the United Nations Convention against Torture.
