Electricity Regulation Bill 1998

The measure would open Ireland’s electricity sector to competition by creating the Commission for Electricity Regulation, which would license electricity generators and suppliers and approve new generating stations. It would give licensed businesses and large electricity users access to ESB transmission and distribution networks, with regulated connection terms and charges, while allowing appeals against Commission decisions. It would also support renewable energy and combined heat and power, protect security and quality of supply, and let the Minister require public-service measures—such as support for renewable or peat-generated electricity—with related costs potentially recovered from customers.

Bill entitled an Act to enable effect to be given to Directive No. 96/92/EC of the European Parliament and of the Council of 19 December, 1996, to establish the Commission for Electricity Regulation, to give power to that Commission to grant licences to generate and supply electricity and to grant authorisations to construct generating stations, to provide for access to the transmission or distribution system by holders of licences, holders of authorisations or by eligible customers, to amend and repeal certain provisions of the Electricity (Supply) Act, 1927, and to provide for related matters
