Authorises the Government to spend up to £13.217 billion on public services in 1998, including health, education, social welfare, policing, justice, agriculture and other departments, with a further £1.28 billion in departmental receipts available to support that spending (Schedule, pages 5–8). It also allows legislation implementing December 1998 tax decisions on VAT, tobacco, fuel and vehicle registration to be passed in 1999.
