Would tighten road-transport licensing by limiting licence periods, requiring visible vehicle transport discs, and requiring operators to provide parking and operating space. It would also strengthen enforcement, including search and arrest powers, penalties for altered documents and overloaded vehicles, and rules affecting unlicensed freight carriers, while protecting existing licences and certain Córas Iompair Éireann pension arrangements.
