Raises social welfare, child benefit and family income supplement rates, while improving means tests and allowing carer’s allowance to continue for six weeks after a spouse’s death. It also introduces public-service numbers and limited data sharing, strengthens oversight and debt recovery, compensates some long-delayed claims, and updates health, youth-employment and occupational-pension rules.
