Twentieth Amendment of the Constitution (No. 2) Bill 1999

The measure would amend the Constitution to recognise local government’s role in representing communities and promoting their interests. It would provide for directly elected local authorities, require elections at least every five years, guarantee voting rights for Dáil voters and others set by law, and establish a legal process for filling vacancies.
