Planning and Development Bill 1999

Public bill · Government · Presented

Would replace and update Ireland’s main planning laws, requiring local authorities to prepare development and housing plans, consult the public, and consider sustainable development, infrastructure, environmental protection and heritage. Most development would need planning permission, with clearer public access to applications, appeals to An Bord Pleanála, stronger enforcement against unauthorised building, and powers to protect historic structures, landscapes, trees and public rights of way. It would also support social and affordable housing, create strategic development zones, require environmental assessments for major projects, regulate large outdoor events and funfairs, and transfer some land-acquisition and roads decisions from the Minister to An Bord Pleanála.
