Twenty-First Amendment of the Constitution (No. 2) Bill, 1999

The proposal would allow a referendum to be held if more than 5% of registered voters signed a petition requesting one and presented it to the President. It would give voters a way to trigger a constitutional referendum directly, rather than relying only on the usual political process.
