Partnership for Peace (Consultative Plebiscite) Bill 1999

The proposal would require the Government to hold a national consultative vote before Ireland joined NATO’s Partnership for Peace programme. Voters would be asked to approve a draft document setting out Ireland’s proposed participation, which would first have to be laid before both Houses of the Oireachtas. The Government could proceed only if a majority of votes cast supported the proposal; regulations for the vote would also need parliamentary approval. Although the result would not be legally binding, the measure was intended to ensure that the people’s decision guided whether Ireland entered the arrangement.
