Comhairle Bill 1999

Would establish Comhairle to provide or support independent information, advice and advocacy on social services, help people—especially people with disabilities—understand and access their entitlements, and support voluntary organisations. It would replace the National Social Service Board, transferring its staff, assets, liabilities, contracts and ongoing cases to Comhairle, with government oversight, financial controls and regular reporting to the Oireachtas.
