Twenty-First Amendment of the Constitution (No. 5) Bill, 1999

The proposal would add explicit children’s rights to the Constitution, requiring the State to protect those rights as far as practicable. It would make children’s best interests central to decisions about them, recognise their right to know and, where possible, be raised by their parents, and require their views to be properly considered.
