Approves up to £14.9 billion for government services in 1999, with a further £1.4 billion in related receipts, covering areas such as health, education, social welfare, policing and local government. It also allows 1999 tax decisions on travel, tobacco, fuel and VAT to be legislated in 2000, and directs up to £132 million a year in tobacco-duty receipts to health services.

Bill entitled an Act to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act, 1965, to make certain provision in relation to the financial resolutions, passed by Dáil Éireann on 1 December, 1999, and to provide for the payment to the Minister for Health and Children of certain monies collected in respect of the duty of excise imposed by Section 2 of the Finance (Excise Duty on Tobacco Products) Act, 1977
