The proposal would create a register for assisted-reproduction providers, making registration compulsory and unregistered services an offence. It would establish an ethics committee to advise the Minister on reproductive techniques, make surrogacy agreements unenforceable, and clarify that sperm or egg donors have no parental rights or duties towards any resulting child.
