Merchant Shipping (Investigation of Marine Casualties) Bill 1999

Would establish an independent Marine Casualty Investigation Board to investigate serious accidents involving vessels, require prompt reporting, give investigators powers to gather evidence, and publish findings and safety recommendations without assigning blame. It would also strengthen regulation of passenger boats, fishing vessels and pleasure craft, including lifejacket, licensing, alcohol and dangerous-navigation rules, and allow funding for marine tourism and heritage projects.

Bill entitled an Act to provide for the investigation of marine casualties, the publication of reports on the investigation of marine casualties, the conducting of inquiries into marine casualties, the repeal of certain provisions of the Merchant Shipping Act, 1894, relating to marine casualties, the amendment of the Merchant Shipping Act, 1992, in relation to the regulation and use of pleasure craft and other vessels, the amendment of the Sea Pollution Act, 1991, the advance of moneys by the Minister for the Marine and Natural Resources for marine or natural resource based tourism or heritage projects, and to provide for related matters
