Qualifications (Education and Training) Bill 1999

Creates a national system for organising, comparing and recognising education and training qualifications, covering further education, training and higher education. It establishes a National Qualifications Authority and two awards councils to set standards, approve programmes, monitor quality and support movement between courses, while replacing the National Council for Educational Awards. Providers must give learners clear information about awards and what happens if a course closes, with protections including transfers or refunds for many fee-paying programmes.

Bill entitled an Act to establish an administrative structure for the development, recognition and award of education and training qualifications in the State; to establish the National Qualifications Authority, the Further Education and Training Awards Council and the Higher Education and Training Awards Council and to define their functions; to dissolve the National Council for Educational Awards; to repeal the National Council for Educational Awards Act, 1979; to amend the Regional Technical Colleges Act, 1992, and the Labour Services Act, 1987, and to provide for related matters
